Why are the steps and pilots on both front and rear trucks black, and the rest of the engine in the normal SP gray? Any one have any idea?

Is possible the pilots are moded in Delrin plastic - a slick oily plastic that paint has a very difficult time to adhear to. I believe the Sd40 in this set is the Old oversized Pulmore motor type.
