lionmaster 4-4-4-4 doesn't move

lionmaster T1 4-4-4-4 lights up but will not move in conventional or command.tried reprogramming, no success.the motor drive board is

691DCDS11A

DCDS-J MOTOR DRIVER BOARD (S1C CODE)

lionel says its not available. sent e mail to lionel. any thoughts?
