Sadly, bad parts happen more often than you might imagine. Many times, the parts you get are pulls from returns or damaged locomotives. A couple of times I've bought locomotive shells that were on the "scrap" shelf, though I wasn't sure why they were considered scrap. Over the years I've also gotten a few bad boards from Lionel as well.
