It looks like your LHS has what you need in stock new from Lionel:

I would think they would have a stock of serviceable used track, but it has been a while since I visited personally to vouch.

If that is too pricey for you, or you are looking for used Lionel NY track, take a day trip with your friend to https://despatchjunction.com/ in East Rochester, NY or head to http://villagetrainandhobby.com/ in the grater Binghamton, NY area. You can get bundles of very serviceable used track for cheap (as well as new). Both locations have a neat layout take and stock a surprising amount of O Gauge.

@JR Junction Train & Hobby in the grater Syracuse NY area also has the track new, and sometimes has a decent supply of used serviceable pieces as well, but that is probably stretching your range.
