That part is a mystery to me. It's also essentially impossible to tell the difference these days with most digital cameras being able to take video as well.
I suppose very long recording might be obvious, but the level of observation of the photographer required to tell the difference goes far past the simple "watch out for cameras" that was easy to notice before the rule changed.
edit, 10-22-16: According to the many announcements I heard during the meet, video is apparently OK in the same locations regular photography is allowed (dealer halls and layouts as discussed above). Glad to hear I won't be doing hard time for recording the geysers going off on the layout in Black Hall.
