Believe mail storage cars migrated amoung railroads, which contained bags of pre-sorted mail. Have seen examples of Milwaukee, Burlington and NYC cars in foreign road consists, at a minimum. Not sure about manned RPO's which did sorting en route; perhaps they had dedicated routes.
