A few things to think about.

First, I can assure you that there is only one tool to make that version of the part, and it has two cavities.

Second, if the molded numbers actually meant something during assembly, then there would be unique part numbers assigned to each. There aren't. This goes for both the brushplate as well as the entire motor with the brushplate.

Lastly, remember that for every #1, there's a #2. What happens when the part is used in a single motored engine? Trust me, they didn't throw out all those #2's just for the sake of having a motor with a #1 on it.

So what's the answer to your question? They're shown that way on the schematic as that's likely how the sample product used by the CAD illustrator was built.
