I do not think that is Marx. With Marx you never know. But the wooden wheels and overall appearance make it look like one of the floor toys produced during WWII, when metals were rationed. I would think there is too much metal in it for WWII production. Just viewed from above it looked to have a wooden body, which would be typical for WWII toys.
