Thanks Dave for the support of Bob's suggested fix.

I think the swing of the tender's coupler is limited by the body of the tender as shown in the picture below. The tender has 2, what the heck to call them?, "pieces" that stick down lower than the coupler assembly and those "pieces" stop it from swinging further.

At least that's what I recall seeing (stuff if put back away now).
