The Gilbert and K-Line (later acquired by Lionel) are outside diameters. SHS stamped the boxes as 20"radius so they were outside as well. Lionel FasTrack is in the catalog as 20"R so that is also an outside dimension. American S Gauge is sold as 19"R so that is likely center to center diameter. I think AM is also centerline. I have no idea what the GarGraves 42" diameter track is since I do not own any. My conclusion with S gauge is the only way to be sure is to build a circle with the track and measure it.

The good news is 19" vs 20" radius rarely makes a difference when we build layouts.
