Will dcs explorer control subway and trolley announcements?

No, it will not

if not if I upgrade the ap will that work?

No, under no circumstances will the DCS Explorer allow use of Transit Station Announcements. Both the WIU and the Premium version of the DCS App are required to operate subway and trolley announcements.
