Did it ever work right at one time ? Did you try Fixed One on the inside loop ? If both run the outside loop without issue. I'd look closer at the track on the inside loop. Sounds like something on the inside loop is affecting the track signal. Do a signal test. You should have at least 7's to have no issues. Do you have any lighted cars on the inside loop ? Are you using the track power on that loop to power anything else. Like switches or accessories ? Lot of questions. Just trying to figure out your setup.
