This seems to be a hard one to diagnose since, like you, I can run Legacy just fine from my iPad, yet others are saying they can't.
People who are having issues, please report which REV TIU, you have. Mine is Rev L, connected to the WIU with the USB cable.

Rev. L TIU with USB to WIU. Latest firmware on both. 128GB iPad with the A9 chip. Also an iPhone 6. Both with latest firmware. I have two Lionel PH180's. One each to Fixed in 1 and 2 on the TIU. TIU powered thru aux.

I can control Legacy. Also, following Barry's detailed advice here, my lashups are working.

Remember, just as DCS without WIU can't "read" Legacy or TMCC locos, neither can the APP.

I did have a couple hiccups entering my switches until I realized I didn't have them wired properly into my AIU. I was doing to much at once.
