Most likely a battery problem on these PS2 engines. Engines won't retain their ID# and the reset won't take if the batteries are low or dead. Cab numbers have nothing to do with it, trust me. 
You can cut transformer power (not the shut down on the DCS remote) and see if the engines sounds persist for 6 to 7 seconds. If not, I would replace the batteries with new ones as these engines are more than 10 years old. Especially the first GG-1 if it has the original 5 volt board in it. Shorted batteries I believe can take out the boards I believe and I hope you don't have that problem.
