MTH PCC steet with broken protosounds

Still trying to get this dead street car running. New circuit board is a little pricy so:

1- Where can I get an electronic forward/reverse board with instructions.

2- Is it a screw in procedure using the existing screws and wiring.

3- Will it supply power to the lights.
