That is a PS2 loco with a PS1 board in it. The PS2 incandscent bulbs are 6 volts, the smoke unit is intended to be driven by the PS2 board (PS1 smoke units run off track voltage and have circuitry to run the fan and vary smoke output.) The PS1 board has outputs for 1.5 volt incandescents and LEDs.
