The TIU light should become solid, not blinking, after a few long moments. It does take some time.
Is there a light inside the TIU on solid? Is the TIU receiving power when you are trying this? How does it get power?
I don't have the Lionel side of this hooked up so I don't know anything about their serial connector box.
I would suggest getting the TIU working without the Legacy connected first. Unplug the serial connection.
That is just a guess from someone who doesn't have it though. I have TMCC and have issues but I'm running 2 rail. I have to keep them totally separate.
I might also suggest just hooking up the TIU to a single short test track to get things going. You could add stuff and see where there's an issue.
I'm thinking the whole set-up might be tougher to trouble shoot all connected at once.
