Well, I'm not sure how your circuit works other than to say that it looks like a flip-flop made out of transistors. Since this is for alternating flashers, and you want one to be on while the other is off, I would want to use a single potentiometer to make your speed adjustment. But that's a circuit change that I can't help you with.
