Need Advice on Adhesives: LIONEL 15"aluminum passenger car plaques falling off

These older LIONEL Santa Fe 15" passenger cars in the shiny anodized version offered in the early '90s (6-19109-19113) are dropping their name plates and other plaques, probably due to the adhesive drying out.

What adhesive should I use to reattach them? How can I apply the adhesive and replace the plaques without getting the adhesive where it doesn't belong?
