This isn't going to be much help if it's true, but some TMCC command bases and handhelds have been found to have poor radio frequency communication due to being slightly off frequency. I suspect a weak RF link might explain what you're seeing. There is a way of adjusting the frequency but it's beyond my abilities to tell you how.
