I've heard that the TMCC signal can be effected when it touches the ground. If the grass or ballast the rails are on is wet for example, the signal will suffer. I've also heard that putting the signal on an overhead wire like scale telephone poles, helps eliminate this issue.
I've never tried TMCC outside and this is all hearsay!
