Williams 2-8-2s are USRA types. Did SAL have any USRA's? Your NYC Cab numbers don't match any NYC G class 2-8-0s that I can find, nor do cab numbers 60xx. Maybe they came from one of the NYC subs like the Michigan Central or Big 4???
