Need help identifying Legacy B&O royal blue 4-6-0

A friend has asked me to help him sell a few of his trains. He does not keep any boxes so I have nothing to go on as this engine does not seem to appear in any catalogues. The engine is a Baltimore and Ohio Legacy 4-6-0 with whistle smoke. The color appears to be a royal blue and not like any B&O color that i have seen before.

I would appreciate any help in finding when it was made, was it a custom run and if so by whom as well as the Lionel item number.
