Need help with 2343 axles and bushings

I am trying to rebuild the power trucks on a 2343 horizontal-motor F3, but I am having problems.

1. The magnatraction axles consist of 4 pieces - two end plugs, a stainless steel sleeve and a magnet slug.  When the end plugs are pressed in, my (new) axles have apparently expanded beyond the .3125" dimension I expect for a 5/16" shaft.  I have polished the ends to bring them back to near .3125".

2. The Oilite bushings should probably be align reamed to a few thousandths over 5/16", but the two bushings cannot both be installed before the axle is inserted and pressed through the center worm wheel because the knurling at the center of the axle for the worm wheel is greater than .3125" diameter.

3. I am assuming that the bushings should stick out a few thousandths beyond the housing so that the wheels will no rub against the housing.

 

Can anyone give me insight regarding these problems?  BTW, this is NOT like the axles on a vertical-motor Magnatraction power truck which don't have the center knurling!!
