Do you have a Cab-1 TMCC remote? I think it's easier to reset them using the Cab-1 than the Cab-2. If you don't have a manual, here's the link:

Page 29 goes through the function restore procedure. This will likely fix most hangups with programming. It's very important to follow all the power up/down steps. Be sure also to put the remote in TMCC mode. You should be able to enter the locomotive info into the Cab-2 and "prepare" it to accept the engines once they're reset. Hope this gets you in the right direction. Those are gorgeous engines BTW .
