Need help with DCS engine, Standard Gauge, 408E, Proto 2, 3Volt, With BCR

Engine works perfectly except for the headlights. Neither headlight works. They should be directional. All the wiring to the main board checks OK. New bulbs tested OK. Did factory reset.

It appears to be a main board or software. Any suggestions on what to do next? Engine came without box.
