Need Help with TMCC FM

I recently got the TCA 50th Pennsy set NIB.  The loc is a 6-52315 Pennsy FM with TMCC.  After giving it a proper lube, I programmed it with an ID and I also reset its code to "8" as per the manual. Power is a ZW-L with Legacy control - Cab2.  The engine overall works well.  My only issue is that there is no brake squeal and the rpms do not remain at higher levels.  Its pretty clear to me that the engine is not detecting that its in motion.  The rpms increase when I increase the throttle, but quickly go back down to idle while moving.  Since its not detecting motion, there would not be any brake squeal.

My first thought was a bad cherry switch.  After checking I found, this engine does not have a cherry switch to detect motion.  My question is - how does this engine detect motion?  Is that built into the motor driver board?  Is it built into the railsounds board?  Not sure what to check to fix the problem.
