Anything is possible using a PIC. They'll even make your coffee and wash your socks. (They are used in appliances)
Just for yucks I did try a relay with a capacitor. It is a small relay with a 22oo ohm winding. I used a 6800 uf cap and it took about 15 seconds to release.
