If it's actually making chuffing sounds and/or chuffing smoke, that indicates a driveline issue.  The chuff is generated by the flywheel encoder, and you don't get that unless the motor is turning.  If the motor is turning and the locomotive isn't moving, that's an internal mechanical issue.
