New DCS set up - can't find any engines

I must have made an error at some point?

I am new to model railroading.  I have 25'x17' oval, with side rail and two switches at one end.  I have blocked both the side rail and adjacent section between both switches.  (I placed plastic blocking connectors between all three rails at all blocked locations ---- maybe this is my problem?).  I have power going to both blocked sections as well as 4 more power connections spread out along remaining section of oval.  All power connections "home run" back to a board that then has connection to fixed output of the TIU.  MTH transformer plugs into Fixed Input of TIU.  

Using the DCS remote, it can not find any engine.   I tried 2 different, (never been run) Proto 2 engines.  But, doesn't see either engine.

If I hook up Z1000 controller, And disconnect TIU, I can run an old Lionel (made in 1945) perfectly.  

Do you think the issue I'm havin with he TIU and Proto 2 engines is related to blocking the current in the common (outside) rails?

Thanks in advance for any advice (other than sticking with my day job!!)
