Quite simple. Use Scale cars with the fictional decoration. Cars themselves are still scale, just have no prototype for the road name.
Obviously people who don't want something that has no prototype will know better for their own desires and not buy them, but some people will enjoy the more detailed look vs. the O27/Starter Set type items.
This is not a new concept, it's been done before with several scale sized NPC engines, as well as the Polar Railroad series. It's obviously a winner, or the idea would have been a one-and-done.
