MTH did something similar quite a while ago (10, maybe even 15 years ago? edit: darn, I'm getting old - 2001 for the first one, I think here's a link to a search on MTH to show a lot of them with this feature - they also had a figure pushing a load out the door to a ramp.)
The thing I vaguely recall about them was there was a pretty difficult angle to load the smoke fluid, I think. I think JT's Megasteam sells a little plastic bottle with an angled needle tip that helped.
