It is a capacitor device that takes the place of the battery. You charge it for a few minutes prior to moving your PS1 or PS2 engine (while it is in "reset" mode). It generally prevents the chip issues of PS1 and obviates the need to charge and/or replace the battery in either PS1 or PS2.
PS3 engines have this component essentially built in.
