I have a Post War transformer set to 18 volts feeding the Legacy powermaster.  Also have the Legacy 990.  When they are hooked up correctly, it works to run conventional with the Powermaster set to conventional.   Also runs "blue tooth" in conventional mode when power is turned up.   In Legacy/tmcc mode it is constant power to the track.

First is getting the wiring correct.  Lionel now uses youtube videos to explain.  Then making sure you have the "track" programmed and set on the legacy control.  Power levels in conventional mode is run from the legacy control. 

In either case the legacy control must be used to enable the track power.  I use lighted LTC lockons on the tubular track so I can see if power has been applied.  Incandescent bulbs give me a good indication of low vs high power.  Also if a short and the breaker kicks in, they go out.
