New to tin plate

I've been presented the opportunity to purchase a 265e/265t Commodore Vanderbelt locomotive, tender and cars. From the photos I received what I see are scrathes to the paint on every piece and the front truck of locomotive missing. The rear truck has fallen off, but he does have it. He even has the boxes that came with each piece when his father got them as a kid. I only have modern era Trains and cars and run DCS. The train bug has bitten again and the thought of owning and running something from the late 1930s excites me. The problem is I have know idea what I'm looking at and I want to be fair with my offer. If anyone can educate me on Tin Plate I'd greatly appreciate it.
