brr:  These are the old K-Line semi-scale locomotive from about 15 to 20 years back.  The more recent Pacifics and Mikados were all correctly scale sized and were good renditions of USRA designed engines.  When you see one of these lined up next to a scale sized engine, they don't look disproportionately small.  Rather they simply look like a model of a smaller full sized engine. 

 

Do a bit of research and see what your favorite RR used for light passenger service.  If their Pacifics look smaller than others, say the USRA design, one of these engines just might be correct for you.  There are other details that might need changing, too, but that's one of those things that's fun about this hobby, for me.
