The CCM package doesn't include a R4LC board so order one when you order your kit.
Not sure where that was stated, but it's not true. I've upgraded a bunch of locomotives using the original R2LC using the CC-M, they've all worked just fine. The only limitation I'm aware of is the R2LC should be a 08 or later firmware version, the earlier versions may not work properly with the CC-M.
