Sorry, I should have been clearer in my original post. This issue isn't about Email notifications, its about OGR Forum - Account Management my Profile - Alerts.
In other words, when you click on the little red circle to the right of your profile name 
it takes you to the OGR Forum - Account Management my Profile - Alerts page like this:
Some Alerts about Replies to Followed Topics don't show up here at all.
Any other Ideas or suggestions?
