Yes, Yes you can. Remember you program a Powermaster the same way you do a locomotive. So, try this: TR, Powermaster address #, L, SET.  This should set it up the way you want it, one turn for 18 volts.

  As a matter of fact you can program a powermaster to have an ENG address. When program mode, select ENG and give it an address number, 1-99. I think Lionel did this because the TR button serves double duty, as TRACK and as TRAIN. Also, the TR button only recognizes numbers number's 1-9, so you run out of address numbers quickly.
