Operating Switch Tower Stuck!

I had obtained one of the Lionel operating switch towers many years ago (the exact number escapes me because SKU numbers make no sense) and it has run very well in the past, but recently I've been having some issues. The two dudes running in and out of the tower get stuck, they will go down but not up. I have pictures and videos illustrating the problem. Anyone know a fix?
