P)roto Couplers PS1 vs PS2

I understand that there is a difference in 'firing voltage' of PS1 and PS2 couplers.

Am I correct? PS1 - 6VDC, PS2 - 3VDC?

If so, can a PS1 coupler be used on a PS2 locomotive?
