If the shells John posted above are correct they are also used on the starter set 0-8-0s. They are plastic where the scale 0-8-0 shells are die cast but I believe are interchangeable. I have found complete starter set tenders on eBay for 20 bucks. The complete tenders plus shells show up on eBay frequently.
