The WD is generated whenever an individual channel initially gets input power.

Not exactly.

The watchdog signal is sent for 5 seconds whenever voltage changes from 0 to any other value at the output a TIU channel.

How long does power have to be off before WD will result from tuning on power to that channel again

There is no perceptible delay time.
