Pennsy # 1103 Anybody know what this train was used for ?

5.25 long and 3.50 high
Both side doors open about half way on some type of spring
Lighted

I purchased this lil guy at a trade show for $10.00 last year in Hawley PA. Firehouse.

Any ideas on what it might have been used for ?
I am thinking maybe a Prison car ?
