Postwar truck axles turn or not?

Hi all, I've taken apart the trucks on my PW passenger cars to clean the wheels and axles. Are the axles and wheels supposed to turn or just the wheels? One of the trucks I took off, both axles and wheels turned, the other truck only one of the two axles turned pretty freely.

Any suggestions on which it should be?

Also, any suggestions other than a good scrub and cleaning to get them to turn any better?
