Power Blocks at Switches: Best way to do it?

I will be using Ross switches, and they can be ordered wired for full connectivity throughout the switch, or the three legs can be separated in varying combinations of power blocking.

My question is this: Which is the best way to power block at a switch?

1)  Within the switch itself by not connecting together the legs leading to the section/s to be blocked?

2)  Wire up all switches for full connectivity, and simply use fiber pins it the center rail to connect the blocked section to the switch?

Number 2 seems like it would be less confusing from the standpoint of having all switches wired the same way, but I am sure that there are other considerations that someone, as new to this as I am, May not be aware of.

Thanks for any and all thoughts on this issue.
