Powerhouse lockon

 

 It’s my understanding the powerhouse lock on is to protect the electronics circuits in newer engines with digital circuit boards.

I read that in order for the powerhouse lockon to work it needs 12 V AC. Min.

So if I am running a new digital locomotive in conventional mode on that track  I would not have protection from a short circuit when running at low speeds (below 12v).  Am I right?
