Problem #2 for today :(

Hello again

locomotive back from the shop this afternoon, unfortunately DOA. Loaded #20-3542-1e into the DCS 4.20, tried to start and all it did was make a humming noise from tender.I Immediately cut power.

Is there something I can try or look for? or should it just go back? The shop just replaced all the boards in engine and tender.
