Problem with DCS Signal

Hello all! 

 I am working on my 3rd layout since about 2003. Have not had a layout the last 7 yrs. So picture 2 Large loops with a ross Crossover switch, with a yard/spur area in the inside of the inner loop.DCS Fixed 1 powers the inner loop and the yard area, which is isolated with all separate drops from the spurs.Everything works fine,10's all around in all areas.  Outer loop on DCS Fixed 2...Try and start up an engine and I get the check track message, or sometimes engine not found.BUT,the engine will start(no sound) and respond to the remote as far as speed, smoke,direction,horn and whistle. Try a signal test, and I get no beeps, but can see it flash and hear a low click as it tests the signal...all 1's?? All track is clean.  Even if I try and start it on the track where my connection is..still the same routine. Once I do the signal test, if I try and get back to the menu it gives me the Out of RF range message...fresh batteries have been installed. I tried the outer loop using the DCS Fixed 1 output, to see if the #2 output was the problem...no help.  This is for all my engines. All work fine on the inner section, but not on the outer loop. Entire outer loop is showing 18V.

 Any help would be most appreciated.
