Problem with iPad and iPhone apps

I am running Legacy 1.52. When using either iPad app or the iPhone app, the actual speed of the train does not go faster than 12, no matter what the target speed is. This occurs with whatever train is being controlled. There are no speed limits set on the individual engines. All runs just fine when controlling with the Legacy remote or CAB1. Any ideas?

By the way, trains are running on club layout at Angel's Gate Hi Railers in LA.
